Peter has over 30 years’ experience in the substance use disorder treatment and recovery field. He joined the Office of National Drug Control (ONDCP) in October 2010 as the Chief of the Recovery Branch and currently serves as a Senior Policy Analyst supporting the ONDCP Office of Public Health. In this capacity, Peter provides expertise on a wide range of public health policy and regulatory issues, including recovery support services, peer-led organizational infrastructure, employment for people in recovery, and stigma reduction. Peter helps develop the National Drug Control Strategy and leads cross-agency efforts to accomplish the governmentwide policy goals and objectives it establishes. As Chief of the Recovery Branch, Peter helped frame the federal government’s initial approach to improving long-term recovery outcomes, assisting in the development of policy goals and objectives and implementing plans to achieve them. More recently, Peter led efforts to develop the Recovery-Ready Workplace Resource Hub, an online repository of resources for employers, state and local governments hosted by the U.S. Department of Labor and the Recovery-Ready Workplace Toolkit, which is available through the hub. He also provided input into the development of the Recovery-Ready Workplaces Model State Act.
Prior to joining ONDCP, Peter served as a senior associate at Altarum Institute and at Abt Associates Inc. where he provided technical assistance to states and tribes and the federal government on developing and implementing recovery-oriented systems, services, and polices and served as the manager of SAMHSA’s Partners for Recovery Initiative. Earlier, he served as the Administrator of Program Development for the Illinois Division of Alcoholism and Substance Abuse (DASA), as an analyst at the Illinois Office of Management and Budget; as a program director, family educator, and counselor in the addiction treatment field; as an English and French instructor; and, as a Peace Corps Volunteer in Burkina-Faso, West Africa.
As a person in long-term recovery from addiction to alcohol, Peter works to raise awareness of addiction and recovery and to reduce the stigma and misunderstanding that contribute to social exclusion.
Peter holds master’s degree from the Crown Family School of Social Work, Policy, and Practice at the University of Chicago and a BA in English from Marquette University. He also studied at the Université de Paris V (Académie Rene Descartes) and at the Université de Paris IV (La Sorbonne). He currently serves on the Advisory Board of the National Recovery Friendly Workplace Institute and as President of the Crown Family School Alumni Association Board.
