Session Description

As jurisdictions across Canada seek to operationalize recovery-oriented systems of care (ROSC), the experience of ROSC Solutions Group Inc. (RSG) offers a compelling case study in what it takes to build one from the ground up. Over the past three years, RSG has grown into a multi-disciplinary organization delivering a full continuum of recovery services across correctional care, housing, employment, virtual and residential supports, and professional workforce development.

Central to this evolution has been the strong, outcome-driven partnership between RSG and the Government of Alberta. Together, they have co-developed, launched, and scaled innovative programs—ranging from purpose-built recovery communities and 24/7 navigation centers to Recovery Coach On Demand and a province-wide training infrastructure for peer and clinical staff. This collaborative relationship has exemplified what’s possible when government and service providers work in lockstep toward shared goals.

In this session, Dr. Carson McPherson and Elizabeth Loudon will reflect on the operational, cultural, and policy-level lessons learned through establishing RSG as a ROSC-aligned enterprise. They’ll examine how strategic partnerships, multidisciplinary leadership, and values-driven growth have shaped RSG’s ability to scale without compromising quality, integrity, or innovation.

Bio

Elizabeth Loudon, RCC, CSAT, CMAT

Chief Operating Officer, RSG

Elizabeth is the Chief Operating Officer of RSG and a seasoned clinical leader with over 23 years of experience as a Registered Clinical Counsellor (RCC), Certified Sexual Addiction Therapist (CSAT), and Certified Multiple Addictions Therapist (CMAT – Financial Disorders). Her clinical expertise includes substance use disorders, compulsive sexual behaviors, trauma, and disordered eating.

She has held senior leadership roles across Canada and the U.S., including Clinical Director positions at Edgewood West, Cedars at Cobble Hill, and Bellwood Toronto. Elizabeth has played a pivotal role in developing and expanding inpatient and outpatient programs, supporting clients and families through comprehensive, integrative care.

In her role at RSG, Elizabeth oversees operational strategy, program development, and clinical excellence. She is passionate about building recovery capital and advancing evidence-based treatment approaches that promote long-term wellness and meaningful recovery.

Dr. Carson McPherson is a nationally recognized leader in recovery-oriented systems development, specializing in education, workforce training, and community-based recovery models. As a passionate advocate for inclusive, person-centered care, Dr. McPherson has played a key role in shaping Recovery Support Groups (RSGs) and Recovery Oriented Systems of Care (ROSC) across British Columbia and Alberta.

With a doctorate in education and a background in public and private sector leadership, Dr. McPherson has worked at the intersection of health care, education, and community development. He is known for building innovative, trauma-informed, and culturally safe programs that meet the diverse needs of individuals in recovery from substance use and mental health challenges.

As a primary strategist and implementation leader for RSG initiatives in BC and Alberta, Dr. McPherson has helped develop peer-led, inclusive networks that empower individuals with lived experience to play central roles in their own healing and community transformation. His work supports the integration of recovery into broader health and social systems through initiatives that emphasize peer support, education, employment pathways, and Indigenous-led healing.

In addition to his system-level leadership, Dr. McPherson works with a broad network of public health partners, Indigenous organizations, not-for-profits, and people with lived and living experience. His approach fosters accountability, dignity, and collaboration across sectors, ensuring that recovery is not just a service but a sustainable and supported way of life.

Dr. McPherson continues to consult on national and provincial recovery strategies, mentor upcoming leaders in the field, and guide the creation of lasting infrastructure that supports recovery in all its forms.
