Session Description

The Kainai Nation (Blood Tribe) has been under a State of Emergency since 2014 due to the emergence of the opioid crisis across Canada and throughout First Nations. The explosion of opioid related overdoses and death has put the Kainai in a seemingly perpetual state of grief and suffering since it’s been under siege from fentanyl, carfentanil and more recently, a deadly mixture of opioids and methamphetamines, not to mention the COVID-19 pandemic. This forced the tribe to lead the way in creating innovative prevention and harm reduction treatments to combat this deadly epidemic.

The Kainai (a Blackfoot Confederacy member nation) have suffered almost 200 deaths and a steep rise in crime and violence since fentanyl spread throughout the Blood Tribe and other First Nations. Utilizing Siksikaitsitapiiyssini (Blackfoot Ways of Knowing); Blood Tribe Department of Health Inc. Values; and principles handed down through the generations by Elders and ceremony, the Kainai developed Kottakinoona AwaahkapiiyaawaBringing the Spirits Home” – A Framework for Reconnection. The tribe has come a long way but still has much work to do, to stem the tide and develop long-term solutions and models of recovery and reconnection.

Presenter Charles Weasel Head will discuss the work being done with all levels of governments, health agencies, tribal government and health experts to continue to fight and take action to prevent further tragedy and to ensure safety and security for our children and families.

Learning Objectives

In partnership with government, Kainai has developed and established the Kottakinoona Awaahkapiiyaawa “Bringing the Spirits Home” Detox Centre on-reserve which has led to the development of a 75-bed therapeutic treatment facility in the Blood Tribe’s Levern community. Presenter Charles Weasel Head will explore and discuss the collaborative efforts to establish a Core Task Force Group and Coordinator that are actively involved in driving this battle with leadership against opioid addictions, harm reduction and treatment strategies, law enforcement efforts, staff to put strategies into action with doctors, health staff and law enforcement. We’ll learn about some solutions that include the prescribing of Suboxone, Naloxone kits to prevent death from overdose, gatherings and conferences, treatment programs and strategies to address socio-economic conditions, traditions and a holistic process to health and wellness. By implementing the Blood Tribe Addictions Framework, the people have hope and are committed to inviting the spirits of those living with addiction back in to the community and back to their spirit/person. We also acknowledge the spirits of those who have lost their lives to addiction in the past.

  • Identify the importance of cultural awareness, cultural identity, and culture-specific knowledge when implementing ROSC

Charles Weaselhead BIO

Taatsiikiipoyii, former Blood Tribe Chief and Treaty 7 Grand Chief Charles (Charlie) Weaselhead Jr. was born on the Blood Indian Reserve in 1949.  Since the early 1980’s, Charles Weaselhead has worked hard to advance many health initiatives to improve the health care outcomes for the People, as Director of the treatment centres Napi Lodge and Poundmaker’s Lodge; Director of the Blood Indian Hospital in the early 90’s; and as Chief Executive Officer for the Blood Tribe Department of Health Inc. – a post he held until his successful election as Chief of the Blood Tribe and subsequent leadership from 2004-2016. Charles continues to maintain an interest in working with the University of Lethbridge and the Lethbridge College in advancing the lifelong education goals of our Indigenous members.

During Charles term as Blood Tribe Chief he was appointed as the Treaty 7 Grand Chief and held the Health and Education portfolio for the Treaty 7 Chiefs. Charles served on numerous Boards and Committees including the Aboriginal Healing Foundation Board of Directors, Committee Chairman for Community Violence Prevention on the Blood Reserve, the First Nations Information Governance Centre (Ottawa), the AFN’s Chiefs Committee on Health, the Alberta First Nation’s Information Governance Centre’s Chiefs Senate, the Sheldon Kennedy Child Advocacy Centre and the Alberta Health Co-Management Committee.

Charles was a signatory to the Alberta Protocol Agreement on Government-to-Government Relations (2008) and the Memorandum of Understanding on First Nations Education (2010). His priorities include: implementing the United Nations Declaration on the Rights of Indigenous Peoples; long term planning initiatives to address education, health, economic, social and environmental issues; soliciting community participation and support; looking ahead to advancing the sovereignty of First Nations by protecting our inherent and treaty rights; exploration of new and innovative partnerships; and to the dire issues of housing, poverty, community violence and other social and health issues.

Currently Charles is a member of the Blood Tribe Department of Health Inc. Board of Directors, Aboriginal Liaison Red Cross, and Indigenous Knowledge Wisdom Centre Board of Director in partnership with the Treaty 6, 7 and 8, Provincial and Federal Education Departments.

Charles Weaselhead was officially installed as Chancellor at the University’s Spring Convocation ceremony held on May 30, 2019, and hosted his annual Chancellor’s Dinner that same evening. The Chancellor’s Dinner is a prestigious event held during Spring Convocation every year. The purpose of this event is to honour the many award winners and honorary degree recipients.

Session Description

Alberta will become the first province in Canada to implement My Recovery Plan in all publicly funded addiction treatment facilities. My Recovery Plan is a key component of Alberta’s shift toward a recovery oriented system of addiction and mental health care including a shift in focus from reporting on outputs to client outcomes. The web based platform helps providers to assess a client’s recovery capital, identify recovery goals, monitor progress toward these goals, and identify challenges while enabling clients to take an active role in their recovery. This data will enable the government to identify systemic gaps and understand system demand to support planning and inform future investment decisions.

Former NHL Player and Order of Canada Recipient – “Recovery After Childhood Sexual Abuse and Trauma”

Sheldon Kennedy

Sheldon Kennedy won a Memorial Cup, World Junior Gold Medal and skated for three teams in his eight-year NHL career. He is best known for his courageous decision to charge his Major Junior Hockey league coach with sexual assault for the abuse he suffered over a five year period while a teenager under his care. Through this disclosure, and the important work that Sheldon continues to do, he has become an inspiration to millions around the world.

Sheldon has been instrumental in bringing governments, public and private sector partners together to work collaboratively to influence policy change and improve the way child abuse is handled. He has influenced changes in Canadian law and has taken his message to the International Olympic Committee and the US Senate.

Sheldon was Co-Founder of the Calgary Child Advocacy Centre, the first-of-its-kind in Canada, offering full wrap-around services for victims of child abuse. He is also the Co-Founder of Respect Group, which provides empowering online abuse, bullying and harassment prevention education to sport organizations, schools and the workplace. Respect Group has currently certified over 1.5 million Canadians.

Sheldon’s awareness contributions are many:

  • He in-line skated across Canada in 1998 to highlight the issue of child abuse and donated 100% of the proceeds ($1.2M) towards abuse prevention programs. During this skate he was presented with the keys to the cities of Ottawa, Toronto and Winnipeg.
  • His life story was made into an Award Winning TV movie.
  • In 2006 he published “Why I Didn’t Say Anything”; a riveting account of the many psychological impacts of abuse.
  • He has shared his story through countless media appearances including Oprah, ABC’s Nightline, W-5, The Fifth Estate, and was named Canada’s newsmaker of the year in 1997.
  • In 2016, Swift Current the documentary featured Sheldon’s story, providing a startling and never before seen look at recovery from childhood sexual abuse trauma.

Sheldon has received several awards for his tireless work including:

Session Description

The presentation will be split into three sections. In the first section, the presentation will focus on theories and models of recovery and recovery capital, with a particular focus on challenges and barriers to recovery and how they are overcome, based on international evidence. The second section will provide a theoretical framework, drawing on two models – desistance theory and macrocriminology – to make sense of the social and community components of recovery. Finally, the third section will examine one approach to mapping and building recovery capital in individuals and communities, based on the REC-CAP and its translation into My Recovery Plan

Bio

Dr. Best is Professor of Criminology at the University of Derby and Honorary Professor of Regulation and Global Governance at The Australian National University. He is also chair of the Prisons Research Network of the British Society of Criminology. Trained as a psychologist and criminologist, he has worked in practice, research and policy in the areas of addiction recovery and rehabilitation of offenders. He has authored or co-edited seven books on addiction recovery and desistance from offending, and has written more than 200 peer-reviewed journal publications and around 70 book chapters and technical reports. In 2019, he has produced a monograph entitled “Pathways to Desistance and Recovery: The role of the social contagion of hope” (Policy Press) and a co-edited volume entitled “Strength-based approaches to crime and substance use” (Routledge). His research interests include recovery pathways, recovery capital and its measurement, social identity theory and its implications for recovery, recovery and desistance, addiction treatment effectiveness particularly in prison settings, prison and community connections, and family experiences of addiction and recovery.

Steps to accessing the conference

From a desktop computer

  1. Click on the blue-button above – Get Whova now
  2. Once you are on the download page, click on the black button – Go To Web App
  3. Create an account… If you do not have a Whova account, click on create an account, use the email you used to register for the conference.  If you do have a Whova account, log in using your credentials and the RCC Conference will be added to your profile

How to Sign in to Whova


  1. Enter the email address you used for event registration or use your social media account.
    To get automatically logged in to your event, please make sure to use the email you used when registering the event.
  2. Create a password and type in your name
  3. Edit your profile. Other attendees will see this and network with you. So make it look good 🙂
  4. The app will take you to your event page automatically if the organizers have updated the app with your registration information
If your event doesn’t show up automatically, search for it. Then, click the join button on the bottom of the event description page, and enter the event invitation code the organizers sent you. Or, request a new code and wait until the organizers approve your request.


If your event has live streaming for sessions, we suggest that you use Chrome browser for the web app. Some streaming software may have compatibility issues with other browsers.

  1. Get the webapp link for your event from the event organizer and open the page. The link looks like “https://whova.com/portal/webapp/xxxx/”
  2. Click “Sign up here” if you don’t have an account yet, and fill in your email and password.
    Please make sure to use the email you used when registering the event. Otherwise it won’t allow you to join the event.
  3. It automatically takes you to the event main page.

View the agenda and plan your schedule


  1. Find the Agenda tab at the bottom of the screen. You should see a list of sessions for that day.
  2. You can move through different days by selecting the date you want to view on the calendar at the top of the agenda
  3. Browse or search for sessions on the top bar.
  4. Once you find the session you want to access, tap on it.
  5. If the session is live, it will begin playing immediately upon entering. Otherwise, a message will indicate the scheduled start time.
  6. If the session hasn’t occurred yet, you can click Add to My Agenda to put the session on your own personal agenda and set a reminder.

You can watch videos and livestreams directly through the agenda item. Once you’ve accessed the agenda item, click on one of the options beneath Virtual Access: either Live Stream or Recorded video.


We suggest you use the Chrome browser to join the session streaming. Some streaming software may have compatibility issues with other browsers.

  1. From the agenda list, click the session you want to watch the stream or video. There is a green camera icon for the sessions with streaming or video.
  2. If the streaming screen directly shows up, click “Proceed” to start watching the streaming. Otherwise click “View livestream” button to open a separate streaming page to watch.

Use session Q&A


  • Option 1: On the session detail page, tap the “Q&A” button; on the next page, view the existing questions, vote the questions you are interested in, or click “Ask a Question” to ask a new one
  • Option 2: On the event main page, tap “Session Q&A” button; find the session you want to ask questions, and tap into it.

  1. Option 1: You can access three tabs on the right hand side of the virtual session: Session Q&A, Chat, and Community. You can submit questions for the presenter through Session Q&A, participate in ongoing discussions with the other attendees viewing the session through Chat, and browse the Community Board function through Community
  2. Option 2: You can use this function through the “Session Q&A” tab on the left hand sidebar underneath Resources.

See who is attending the event


  1. Click the “Attendees” tab on the bottom of the screen to browse the attendee list.
  2. At the top of the page, you can search attendees by keywords such as company name or title. In their professional profiles, you can take notes or request contact information.
  3. To find people with common backgrounds and interests, click the Recommended tab on the top of the Attendees list to find Whova’s recommendations about people you may be interested in networking with. Click into each item to see attendees who came from the same city or have the same affiliations, educational background, or interests as you.
  4. Say Hi with one click or start a private chat by clicking the Message button. You can convert it to a private group chat by inviting more people.

  2. At the top of the page, you can search attendees by keywords such as company name or title.

Join discussion on the community board


  1. clicking the Community tab (on the bottom of the screen and on the left hand side on desktop)
  2. Create a new conversation topic, or tap the topic to join existing topics like “Meet-ups.”

Recovery Management

Substance use issues and addiction arise out of the intersectional personal, family, cultural and societal contexts and unfold in variable patterns and trajectories. These same forces generate heterogeneous recovery experiences. Recovery management challenges the historical story of revolving acute interventions to treat people with substance use disorders. This session will explore the implications of the wide diversity in recovery experiences and explored the design and conduct of treatment planning to utilize recovery management to support increased recovery capital for individuals, service providers and families.

Objectives

  • Describe how the recovery paradigm includes a transition from acute interventions to recovery management
  • Depict variations in identity reconstruction (i.e.: recovery-positive versus recovery neutral identities)
  • Identify professionally directed and personally directed recovery management including post-stabilization monitoring (recovery check-ups); stage-appropriate recovery education; recovery coaching; active linkage to communities of recovery; recovery community resource development; and, early intervention
  • Outline tools utilized for recovery management to enhance recovery capital
